The 'Personal Pages' option is an alternative, though it won't attract quite as much public awareness as what ends up in the 'Public' gallery.
Generally emails are not sent describing 'why' a wall is rejected...unless it's politically expedient...eg. a 'rip' of another's work.
Too often the emails would be responded to very poorly [though I for one am unlikely to learn new forms of abuse from them] and it was neither warranted, nor appreciated by the moderators so it was deemed 'best' to just not send them.
If you do have a wall rejected...and are curious you can always email to seek an opinion or improvement suggestion, etc...
